The latter is where you'll raid alongside the Paladin Danse (happens during the Call to Arms quest). This weapon can be acquired from the Arcjet Systems. From gloves to toy caps to pool balls - these can all be used to become lethal bullets. And they're simply not just bullets, as they can give at least 40 damage points.
However, its job is to utilize all the junks found in the players' inventory to make bullets.
